Chapter 9 of the Charleston County Zoning & Land Development Regulations sets development standards for parking. Off-street driveways, parking surfaces, drive aisles, and traffic-control devices must be kept in good condition, and pavement markings on paved lots kept clearly visible. Unpaved parking lots and access drives must have an all-weather surface such as gravel or slag (not asphalt shingles), and entrance drives from a paved street must be paved from the street edge. On the street side, SC law and community rules prohibit parking in front of, or within three feet of either side of, any public or private driveway so as to block access.
Zoning-standard violations draw a county notice of violation and daily penalties; blocking a driveway on a public street is a state traffic violation subject to ticket and towing.
