Driveways and off-street parking in unincorporated Sutter County are governed by Article 20 (Parking, Loading and Improvements), Chapter 1500-20 of the Zoning Code. Section 1500-20-030 requires that all off-street parking spaces be designed, located, constructed, and maintained so as to be fully usable and accessible, and that driveways and aisle ways not be used for any purpose that would prevent vehicle access or inhibit circulation or emergency response. On a single-family parcel, parking spaces may be located as needed provided no required space sits within a front or street-side setback, but a driveway providing access to a street may be located within that front or street-side setback. Required parking spaces may not be used for the sale, lease, display, storage, or repair of vehicles, trailers, boats, campers, or equipment. Section 1500-20-080 sets design standards: parking-space and drive-aisle dimensions per Table 1500-20-2 (for example, a 90-degree stall minimum of 9 feet by 18 feet with a 27-foot two-way aisle), truck aisles of at least 40 feet for multiple-axle trucks, and enclosed residential garage spaces at least 10 feet wide by 20 feet long for a single vehicle, increasing 10 feet in width per additional vehicle. The section also addresses surfacing and striping. Section 1500-20-110 (Improvements) governs right-of-way dedication for certain commercial and new development, exempting single-family additions and Agricultural Districts. These standards are administered by the County Development Services Department.
Using a driveway or aisle in a way that blocks access or emergency response, locating a required parking space in a front/street-side setback on a single-family lot, using required parking for storage or vehicle sales/repair, or building a garage below the minimum 10-by-20-foot dimension can violate Chapter 1500-20.
