Lassen County adopted Ordinance 2020-02, adding Chapter 12.10 (Electric Vehicle Charging Systems) to its code, creating an expedited, streamlined permit process for EV charging stations as required by California Government Code 65850.7 (AB 1236).
Unincorporated Lassen County does have an EV-related ordinance, though it governs permitting rather than parking spaces. In December 2020 the Board of Supervisors adopted Ordinance 2020-02, which revised Title 12 (Building and Construction) of the Lassen County Code to add Chapter 12.10, Electric Vehicle Charging Systems. The ordinance creates an expedited, streamlined permitting process for electric vehicle charging stations, carrying out the state mandate in California Government Code Section 65850.7 (added by Assembly Bill 1236). Under that state law, every California city and county must adopt an ordinance that limits review of a charging-station application to whether it meets health and safety standards, uses a checklist and standard plan, and allows administrative (over-the-counter or electronic) approval where the checklist is satisfied. The county did not adopt a separate ordinance reserving on-street parking spaces exclusively for EV charging, so EV parking on public roads is otherwise treated like any other vehicle parking under the Vehicle Code. Residents installing a home or commercial charger should apply through Lassen County Planning and Building Services for the expedited building/electrical permit.
Installing a charging station without the required permit, or work that fails inspection, is handled as a standard building-code matter (correction notices and permit enforcement) by Planning and Building Services. There is no special parking fine schedule for EV charging in the unincorporated county.
