NYC Building Code and NYC Electrical Code require a licensed electrician and DOB Limited Alteration Application (LAA) permit to install a Level 2 EV charger at a Queens residence. NYC Local Law 130 of 2013 requires that a percentage of new parking spaces in newly built garages be EV-ready (pre-wired). For multifamily buildings, the Public Service Law 66-t (the New York State EV charging right-to-charge framework being implemented) and condo/co-op board approval under NY Real Property Law 339 or NY BCL 501 are both required before running new conduit through common elements. NYC DOT has piloted curbside Level 2 chargers on Queens streets (Astoria, Jackson Heights, Flushing) under the Curbside EV Charger program. Residents cannot run extension cords across sidewalks to charge from inside their homes under NYC Administrative Code 19-152 (public right-of-way obstructions).
