Sioux City, IA Parking Rules: EV Charging (2026)

Iowa is one of the states that has not adopted a statewide EV-ready or EV Make-Ready building code mandate; state EV policy runs primarily through the Iowa Department of Transportation's EV Plan and federal NEVI corridor deployment (Interstates 29 and 80 in the Sioux City area). The City of Sioux City's Title 25 Zoning and Sign Code does not impose a city-specific EV-ready percentage on new construction; EVSE installations are accessory to the underlying use - permitted in residential districts (AG, RR, SR, GR, UR, NC) as accessory to a dwelling, and in mixed-use, commercial and industrial districts (MU, SC, GC, DC, BP, GI) as accessory to the parking area required under Section 25.05.030 (Parking and Loading). Installation requires an electrical permit from Sioux City Inspection Services (Permit Center, 712-279-6171) under Chapter 20.08 (Electrical Code) of the Sioux City Municipal Code and the building code adopted in Chapter 20.04 - specifically, the 2024 edition of the International Building Code, 2024 International Residential Code and 2024 International Existing Building Code adopted at Section 20.04.030. The National Electrical Code Article 625 governs the technical installation of EVSE. Licensed electricians must perform the work under the State of Iowa's electrical contractor licensing administered by the Iowa Department of Inspections, Appeals and Licensing (Plumbing and Mechanical Systems Board / Electrical Examining Board). The City requires a contractor bond for work in the right-of-way; the State of Iowa licenses electrical, plumbing and mechanical contractors.
