New Jersey's S3223 (P.L.2021, c.171), signed July 2021 and effective via DCA model ordinance September 2021, preempts municipal zoning to require Electric Vehicle Service Equipment (EVSE) and make-ready parking as a permitted accessory use in every zone statewide. Jersey City, Hoboken, and Union City adopted the model ordinance. New multi-unit construction must designate a percentage of parking as EV-ready (with conduit, capacity, and panel space) and a portion as fully EVSE-installed. Single-family Level 2 charger installations require an electrical permit under the NJ Uniform Construction Code; many Hudson County electricians offer flat-rate installation in the $1,500-$3,500 range. Condo and HOA boards cannot prohibit an owner from installing EVSE on their own dedicated parking space (N.J.S.A. 45:22A-48.3). On-street public charging in Hoboken and Jersey City is expanding through partnerships with PSE&G and private operators; ADA access and signage must comply with federal standards.
