Jersey City follows New Jersey state EV law (P.L. 2021 c.171, codified at N.J.S.A. 40:55D-66.18) which requires all new multi-family residential and certain commercial developments to provide Make-Ready EV supply equipment infrastructure for a minimum percentage of parking spaces. The state-adopted model ordinance designates EV charging as a permitted accessory use in all zones and sets signage and safety requirements for EVSE installations. Locally, the Jersey City Parking Authority (JCPA) operates curbside Level 2 EV chargers in pilot locations, with rates set per session. Under the state model ordinance and Chapter 332, vehicles not connected to a charger (including internal combustion vehicles) may not occupy marked EV charging spaces, a violation sometimes called ICE-ing. Private property owners may install EVSE subject to NJ Uniform Construction Code (N.J.A.C. 5:23) permits. Tenants in multi-family buildings have right-to-charge protections under P.L. 2021 c.171 subject to reasonable conditions.
Parking in an EV charging space without charging is subject to ticketing under Chapter 332, typically $55-$100. ICE-ing violations at private chargers can also be enforced.
