16 splits fence review into two tracks. If a fence is part of an application already in front of the Planning Board or Zoning Board of Adjustment, say, alongside a new house or an addition needing site plan approval, that Board reviews the fence itself and can approve or deny it as part of the larger application. If the fence doesn't trigger Board-level review on its own, City Planning staff instead check it against the § 345-67 standards, height by yard and district, permitted materials, finished-side orientation, and the ban on barbed wire, razor wire, and solid sheet metal, and report their findings to the Office of the Construction Code Official, which is the office that actually issues the construction permit.

a through f: they must be wrought iron, mild steel, tubular steel, aluminum, or brick-and-steel combinations, painted a dark color, capped at 48 inches from finished grade to the top of the bars, built with vertical bars at least half an inch wide spaced no more than four inches apart, and landscaped on the inside of the fence line. Chain link is barred from any front yard regardless of which review track applies.
