Chapter 345 of the Jersey City Land Development Ordinance regulates permitted fence materials. In residential zones, barbed wire, razor wire, concertina wire, and electrified fencing are prohibited. These materials may be allowed in industrial or waterfront commercial zones with a special permit, typically above 6 feet of solid fence. Approved residential materials include wood (board, picket, stockade), vinyl, wrought iron, aluminum, decorative metal, and chain link. Chain link may be required to be coated in black or dark green in some residential districts. In Jersey Citys designated historic districts, including Hamilton Park, Van Vorst Park, Paulus Hook, and Harsimus Cove, the Historic Preservation Commission reviews fence materials for consistency with district character. Typically only wood pickets, wrought iron, or masonry are approved. Temporary construction fencing must be removed within 30 days of project completion.
Prohibited materials such as barbed wire in residential zones result in code enforcement citations, fines, and removal orders. Unapproved historic district materials require removal or replacement at owner expense after HPC review.
