Tulare County, CA Parking Rules: Loading Zones (2026)

Section 3-03-1126 of the Tulare County Ordinance Code (added by Ord. No. 3561, effective 06-20-19) authorizes the Director of Transportation to place curb markings indicating stopping, standing, or parking regulations, with defined meanings. For loading purposes: 'Yellow indicates a loading zone for freight or passengers' and 'White indicates a passenger loading zone or a postal mail zone.' (Red means no stopping/standing/parking except as permitted by the Vehicle Code and buses in marked bus zones; green means limited-time parking as posted; blue means disabled parking.) No person other than the Director of Transportation may paint a curb surface without the Road Commissioner's permission. When the County has placed curb markings under this section, it is unlawful for any person to stand, stop, or park a vehicle in violation of the markings or signs. Bus loading is separately recognized; Section 3-03-1125 notes that hour-of-day restrictions do not prohibit buses from stopping to receive or discharge passengers at places marked as bus loading zones. As with the rest of Chapter 3, violations are punishable under Divisions 17 and 18 of the California Vehicle Code (Section 3-03-1235).
