Temporary loading on a county road must still comply with CVC §22500 — no blocking driveways, intersections, crosswalks, or traffic — and must not obstruct plows during snow operations.
Stopping in a posted loading zone in violation of its signage, or obstructing a road while loading, can be cited under the California Vehicle Code. Inadequate on-site loading/circulation in a new development is addressed at the planning/permit stage by Community Development and Public Works.
