St. Clair County sets no blanket overnight on-street parking ban for unincorporated roads. A parked vehicle becomes an issue mainly when it sits unmoved for seven or more consecutive days, at which point it is treated as abandoned. Cities may impose their own overnight bans.
The county Motor Vehicle Code (Sec. 24-2-2) defines an abandoned vehicle as one 'that has not been moved or used for seven (7) consecutive days or more and is apparently deserted.' There is no separate county rule barring vehicles from parking overnight on unincorporated county roads; short-term overnight parking is instead governed by the Illinois Vehicle Code. The practical county trigger is the seven-day abandonment threshold and the highway towing windows (10 hours urban / 24 hours rural) in Sec. 24-2-5. Incorporated municipalities in the county frequently adopt overnight or winter parking bans of their own, so check your city's code if you live inside a village or city.
A vehicle left unmoved seven or more days may be declared abandoned and towed; abandonment is a petty offense with a fine up to $500.
