El Paso County has no ordinance regulating where residents park an RV, boat, or trailer on a public street, but its Commissioners Court order bans parking, camping, or squatting with recreational vehicles on County-owned property after regular business hours without written authorization.
Texas counties lack general police power to regulate RV, boat, or trailer parking on residential streets in the unincorporated area, so El Paso County has no street-side RV or boat parking ordinance. What the County controls is its own property. The Commissioners Court order 'Use or Occupancy of County Property and Utilities Rules' (adopted 01/15/2019) defines a recreational vehicle to include automobiles, trailers, motor homes, fifth-wheels, campers, and camper trailers, and prohibits using tents or recreational vehicles after regular business hours on County-owned property without written authorization. On a public street, RV or boat-trailer parking is governed by the Texas Transportation Code and, inside a city, by that city's ordinances.
A violator must leave immediately when directed by a County representative; refusal may result in towing of the vehicle or camping equipment at the owner's expense and arrest for Criminal Trespass. Street-parking violations are enforced by the city or state.
