On-street parking is regulated by your borough or township and PennDOT, not by Chester County. The county owns no residential streets, so parking limits, permit zones and meters are set locally—for example, West Chester Borough runs a residential permit-parking program.
Pennsylvania counties generally do not own or police residential streets; municipalities post and enforce parking under the PA Vehicle Code and their own ordinances, and PennDOT controls state routes.
