Los Angeles County does not separately regulate doorbell cameras such as Ring, Nest Doorbell, Arlo, or Eufy. State law fills the gap. California Penal Code 632 requires all-party consent before recording any confidential communication, meaning audio capture of passersby at the doorstep can violate the law if a reasonable expectation of privacy exists. California Civil Code 1708.8 creates civil liability for invasive recording of personal activities. Federal video-only doorbell cameras facing public sidewalks generally do not violate Penal Code 632, but audio is the risk. Some HOAs in unincorporated areas restrict installations through CC&Rs.
