This means recording conversations — whether in person or by phone — requires the consent of all parties to the conversation. Security cameras that capture audio of neighbors' conversations without their consent can violate Florida wiretapping law, which is a third-degree felony. Video-only recording (no audio capture) of public areas and areas without privacy expectations is generally permissible. Miami-Dade County encourages residential security cameras as part of crime prevention programs.
