Newport News City Code Chapter 37 (Special Sales) prohibits conducting a garage or yard sale without first obtaining a permit from the Newport News Police Department. Applications must be submitted to NNPD with a $5.00 fee (NNPD Form #108) and proof of residence — a driver's license, utility bill, voter registration card, or other government-issued document showing the current residential address. Each permit is valid for up to 10 consecutive days from the start date shown on the permit. Only four permits per calendar year may be issued per address, and all sales must be conducted at the applicant's usual place of residence. Flea markets require a separate permit under § 37 and are limited to one day per event.
Operating without a permit or exceeding the four-per-year limit is a Class 4 misdemeanor, punishable by a fine up to $250.
