Newport News Code Ch. 33.02 requires a landscaped green area as part of all site plans. The city officially encourages use of native and drought-tolerant plants adapted to Southeast Virginia, though no ordinance mandates native-only plantings.
Under Newport News Code of Ordinances Ch. 33.02 (Site Regulations), all development site plans must designate a minimum landscaped green area β 10% of sites under 45,000 sq ft and 15% for sites up to 90,000 sq ft. Plant material must be specified on the landscape plan submitted to the Planning Director. While the code does not require exclusively native species, the city's official guidance (Lawn & Landscaping pages) recommends native and drought-tolerant plants such as Black-eyed Susan and native hollies from the Hampton Roads/Native Plants for Southeast Virginia guide. Properties in Chesapeake Bay Resource Protection Areas (RPAs) are strongly encouraged to use native plants of all canopy layers to support water quality and filter stormwater runoff.
Failure to install approved landscaping per an approved site plan constitutes a code violation; penalties are a Class 1 misdemeanor under Newport News general penalty provisions, up to $2,500 fine.
