New York General Municipal Law Β§135 and NYS Village Law authorize municipalities to require abutting property owners to clear snow and ice from sidewalks. Most Rockland villages (Nyack, Suffern, Haverstraw, Spring Valley, Airmont, New Square, Kaser, Wesley Hills, Chestnut Ridge, Pomona) and town code for densely-developed hamlets require clearance within 12-24 hours after snow stops falling. Village of Nyack Code typically requires sidewalk clearance of at least 36 inches wide within 12 hours during daylight. Ramapo and Clarkstown apply similar rules in developed zones. Owners may be assessed for municipal crews removing snow if they fail to comply. Note: NYS Town Law generally does not require town-wide sidewalk clearing on unpaved rural roads.
