Snow ordinances here are genuine, not theoretical. In Stroudsburg Borough, the owner or occupant of property fronting a street must remove snow and ice from the entire length and width of the sidewalk within 24 hours after it stops falling; ice that cannot be removed must be treated with an antiskid material such as sand or salt. If the owner fails, the borough may clear it and bill the cost, with fines running from $50 to $300. East Stroudsburg imposes the same 24-hour duty with penalties up to $1,000. Rural townships often have no sidewalks and no clearing duty, and POA private roads are plowed by the association under its covenants.
Leaving a borough sidewalk snow- or ice-covered past the 24-hour deadline draws a municipal fine, and the borough may clear the walk and charge the cost back to the property owner.
