Staten Island property owners must clear snow and ice from sidewalks abutting their property within 4 hours of snowfall ending if it stops between 7 AM and 4:59 PM, within 14 hours if between 5 PM and 6:59 AM, or by 11 AM the next day if it stops between 9 PM and 7 AM.
Applies to all owners, occupants, and lessees. Failure to clear is a violation enforced by DSNY with fines of 100-350 dollars for first offenses (residential) and higher for commercial.
