Scott County's cities put sidewalk snow and ice on the property owner. Shakopee and Savage allow 24 hours for commercial walks and 36 hours for other property after snow stops, or the city clears it and bills you.
Winter clearing is a real, enforceable duty in Scott County's cities. Shakopee City Code 90.04 and Savage City Code 95.03A both require the owner or occupant to clear snow and ice from the public sidewalk abutting their property within 24 hours for commercial property and 36 hours for other zoning after snow stops falling. Prior Lake imposes a similar clearing duty. Ice that will not lift must be sanded or treated. You may not shovel or blow snow back onto the street. Miss the deadline and the city can clear the walk and charge the cost to the property, and an uncleared walk carries slip-and-fall liability.
Missing the clearing deadline draws a code citation and fee, and the city may remove the snow itself and bill the owner or assess the cost against the property. Negligent non-clearance adds injury liability.
