Minnesota bans all aerial and explosive consumer fireworks. Only ground-based sparklers, cones, fountains, snakes, and smoke devices are legal in Scott County. Firecrackers, bottle rockets, Roman candles, and mortars are illegal statewide.
Minnesota Statutes 624.20 to 624.25 permit only non-explosive, non-aerial consumer fireworks: wire or wood sparklers, cones and fountains, snakes and glow worms, smoke devices, and novelties like party poppers and snappers. Anything that flies or explodes — firecrackers, bottle rockets, Roman candles, aerial shells, and mortars — is illegal for consumers everywhere in Scott County, including Shakopee, Savage, Prior Lake, Jordan, Belle Plaine, and New Prague. Buyers must be 18 with photo ID, and even legal fireworks may not be used on public property. Only licensed operators may stage aerial displays, and only with a permit.
Possessing or using illegal fireworks is a misdemeanor punishable by up to $1,000 in fines and 90 days in jail, with the fireworks seized.
