Under Washington County Code Chapter 8.04 and Metro Code Chapter 5.01, every occupied dwelling in unincorporated Washington County must subscribe to solid waste collection from the franchised hauler for that service area (Pride Disposal, Waste Management, Recology, or others depending on route). Cart storage must be in a location not readily visible from the public street between collection days, typically behind a fence, in a side yard, or in the garage. Carts may be placed at the curb the evening before or morning of collection and must be retrieved the same day or by the following morning. Lids must close fully. Yard debris, recycling, and garbage carts have specific weight/volume rules. HOAs may impose stricter storage requirements. Illegal dumping is a Class A misdemeanor under ORS 459.205.
