Under Marion County Code 8.05.140, garbage and recycling carts may be set at the curb only within 24 hours before and 24 hours after pickup, and must be kept outside any locked enclosure when out for collection. Between pickups, store carts on your property, not at the roadside.
Marion County Code 8.05.140 (Solid Waste Management, Ord. 1309) governs where residential receptacles may be kept. Carts placed at curbside or roadside are limited to a period of 24 hours prior to pickup and 24 hours after pickup, so leaving bins at the curb between collections is not allowed. When set out, receptacles must be kept outside of any locked, latched, bolted, or hooked enclosure so the hauler can service them. MCC 8.05.150 separately makes it unlawful for any owner or occupant to allow solid waste to collect and remain on a lot. These county rules apply in unincorporated Marion County; Salem, Keizer, and Woodburn set their own cart-storage rules.
Improper storage is enforced through the county solid waste code (MCC Chapter 8.05) and may be treated as a nuisance under MCC 8.10; the county may order abatement and recover costs.
