Bins may be placed curbside after 6 PM the evening before collection and must be retrieved by 10 PM the day of collection. Lids must remain closed; overflowing bins generate code violations. Elizabeth uses twice-weekly trash collection and weekly recycling (mandatory under N.J.S.A. 13:1E-99.11 Statewide Mandatory Source Separation). Bulk pickup is scheduled. Union Township (Code Ch. 274) and Plainfield have similar storage and placement rules. Commercial properties require dumpster enclosures with opaque fencing. HOAs in condo developments may have additional rules.
First offense: warning. Subsequent: $25β$100 per Elizabeth Code Β§3-23. Repeat violations: code enforcement action, up to $500. Commercial dumpster non-compliance: higher fines plus nuisance abatement.
