Union County, NJ Parking Rules: Abandoned Vehicles (2026)

Section 115-24 of the Union County Public Safety Code, in Article VI on Disorderly Conduct, makes it unlawful for anyone to cause, allow or permit a motor vehicle to be abandoned or junked on property owned, leased or otherwise under the control of the County of Union. Subsection B builds in a presumption: a vehicle that stays on county property without consent for more than 48 hours, or that carries no current license plates for any period at all, is presumed to be abandoned, so the county does not need direct proof of intent to abandon.

B to county-owned, leased or controlled land, this section reaches vehicles left on county park drives, county-maintained lots and other county-controlled sites; a car abandoned on a residential street or a private driveway inside Elizabeth, Linden or any other municipality is instead handled under that town's own abandoned-vehicle ordinance or New Jersey's Title 39 unregistered-vehicle removal statute. C can issue a summons, with the case heard in Superior Court or the Municipal Court for the territory where the vehicle was found. The county's disorderly-conduct article groups this provision alongside aviation restrictions, barricade tampering and littering rules, all aimed at keeping county-controlled land clear of long-term encumbrances.
