But Dakota County Ordinance 110 (Solid Waste Management), Section 16.06, imposes a countywide labeling standard on property owners and managers: every trash, recycling, and organics container must have a visible, legible sign or label using the words "Trash," "Recycling," or "Organics," showing images of acceptable materials, and color-coded blue for recycling, green for organics, and gray or black for trash. Labels must be replaced when damaged, faded, or when they conflict with the county's designated lists. The requirement took effect January 1, 2020 for newly purchased containers.
Ordinance 110 violations are a misdemeanor (Sec. 2242); the county may issue citations, and a separate offense is deemed committed each day a violation continues.
