Under Minn. Stat. 18.75 to 18.91, every landowner, occupant, and public-land manager must control or eradicate noxious weeds when directed by an inspector. Minn. Stat. 18.80 makes the mayor of each city and town supervisors the local weed inspectors, so enforcement is municipal, not county-run. Beyond noxious weeds, ordinary tall weeds and grasses over eight inches are capped by Minn. Stat. 412.925 and enforced by your city. Dakota County itself has no standalone weed ordinance among its published ordinances.
An inspector may order control; if the owner fails, the municipality may control the weeds and assess costs to the property, plus penalties under the Noxious Weed Law.
