Franklin County property maintenance code (adopted 2017 IPMC) requires trash containers to be kept in the rear or side yard, screened from public view, except on collection day. Bins must have tight-fitting lids to prevent pest access. Most suburbs have adopted similar IPMC-based rules.
Columbus Code Section 4551.15 requires trash and recycling carts to be stored behind the front building line when not at curb for collection. Violations are enforced by Columbus Code Enforcement (614-645-3111) or Franklin County Economic Development and Planning. Bins left at curb more than 24 hours after collection constitute a violation. In township jurisdictions, the Franklin County Board of Zoning Appeals handles disputes. Rental properties must provide adequate container capacity under International Property Maintenance Code Section 308.
First offense: written warning with 10 days to cure. Subsequent violations: civil penalties from 50-150 dollars per occurrence. Chronic violations can result in nuisance declarations.
