Codified Ordinance Chapter 1393 (Property Maintenance Code) and Chapter 971 prohibit storage of refuse containers in front yards or in view of the street between collection periods. Acceptable storage: inside a garage, in a side or rear yard behind the front building plane, or within an approved screened enclosure. Carts may be placed curbside no earlier than 5 PM the evening before collection and must be returned by end of the following day. HOAs commonly enforce stricter requirements.
