Code Enforcement issues notice of violation with compliance deadline (typically 10-30 days). Unresolved cases go to Mayor's Court or Franklin/Delaware Municipal Court.
First offense: minor misdemeanor up to 150 dollars. Subsequent: misdemeanor of the fourth degree up to 250 dollars and 30 days jail. City may abate and place lien.
