Codified Ordinance Section 905.03 requires the owner or occupant of any property abutting a public sidewalk to remove snow, ice, and sleet within 24 hours after accumulation ceases. For commercial corridors along State Street and Schrock Road, compliance is monitored more actively. Residents must not shovel snow into the street (violates ORC 4511.74). Salt and ice melt are permitted. The city focuses plowing resources on streets, not sidewalks; the Parks Department clears multi-use paths on a priority basis. Elderly and disabled residents may request volunteer assistance through the Westerville Area Resource Ministry.
