Franklin, TN Property Maintenance: Trash Bin Storage (2026)

Franklin Title 17 (Municipal Solid Waste Disposal) governs trash collection inside the city. Service is provided directly by the City of Franklin Sanitation and Environmental Services Department (615-794-1516) — not by a contracted hauler — using the city-issued rollout (wheeled) container. The City Solid Waste Department will NOT service any privately-owned cans. Curbside placement rules: containers should be placed at the curb no later than 7:00 AM on your scheduled service day, and rollout containers SHOULD NOT be curbside prior to 7:00 PM the day before scheduled collection service. The deadline for removing your empty rollout container from curbside is 7:00 PM, the evening of collection day. All waste inside the container must be bagged — litter prevention is the main reason, as debris can blow around in neighborhoods when paper and lightweight trash products are not contained. Yard waste under Title 17 must be placed in biodegradable paper bags of not more than 33-gallon capacity (leaves, shrub trimmings, small tree limbs, and grass clippings) and set out on the designated day. Containers must not block the public right-of-way or sidewalk under Title 13 (Property Maintenance Regulations) and Title 15 (Motor Vehicles, Traffic and Parking). Service rates: $33.00/month for once-per-week curbside service with one container; a second rollout cart costs $75.00 to acquire with an added $7.50/month for weekly service. Bulky items are collected on a separate schedule through Sanitation and Environmental Services. Enforcement is by Building & Neighborhood Services (615-794-7012) and Sanitation (615-794-1516); each day a violation continues is treated as a separate offense and may be fined through Franklin Municipal Court per Title 13.
