Inyo County Code Chapter 7.08 requires solid waste to be stored in approved containers. A container plus contents may not exceed 45 pounds at collection, and residential carts are placed adjacent to the public highway or curb for pickup.
Container standards for the unincorporated county are set in Inyo County Code Chapter 7.08 (Solid Waste Collection and Disposal), originally Ordinance 236 (1973) with later amendments. Section 7.08.020 requires every person occupying or controlling premises to store solid waste in approved containers; garbage and rubbish may be combined in the same container. Section 7.08.020(C) limits the weight of a container, including its contents, to no more than forty-five pounds at the time of collection, and the code limits container capacity (with weight and size limits not applying to containers designed for mechanical dumping or serviced by someone other than the permittee). Section 7.08.020(E) requires yard and tree trimmings, at collection, to be placed in a container or bundled. Under section 7.08.030(C), residential solid waste containers are placed adjacent to the public highway, or the curb, for collection. These rules apply to areas served under the County's permit-area collection system; the County does not mandate one specific brand of cart countywide, since service is provided by permitted haulers in designated permit areas.
Chapter 7.08 is enforced by the Department of Public Works / Integrated Waste Management. Section 7.08.200 makes any violation of the chapter a misdemeanor. In practice, overweight or improperly stored containers are addressed by the hauler and county staff before escalation.
