The city does not publish a separate fine schedule for cart misuse online; persistent improper storage that becomes a sanitation nuisance is enforced through Code Compliance.
Untagged bags or loose material outside the cart are simply left behind by TDS. Accumulating uncontained refuse outside a building is a nuisance under Sec. 8.20.080 enforceable by Code Compliance through notice and citation in municipal court.
