Under the City of Georgetown Code of Ordinances, Title 7 (Animals), Section 7.04.010.A, it is unlawful and constitutes a nuisance for the owner of any animal, other than a cat, to permit or allow such animal to run at large within the City limits. The Title 7 definition of 'at large' distinguishes two situations: on the owner's premises, an animal must be confined by a physical barrier of sufficient height, strength and construction to keep it from leaving (an electric fence alone does not count unless it sits inside another enclosure); off the owner's premises, the animal must be physically and continually restrained and under the immediate control of a person physically capable of restraining it. Title 7 defines a 'leash' as a strap, chain or cord of no greater than six feet used to restrain and guide a dog or other animal. Section 7.03.040 separately limits chaining or tethering: a person may not chain or tether a dog with any restraint unless holding it, except during lawful activities such as walking on a leash, grooming, training, veterinary care or to protect safety while the handler remains present. Animal Services operates through the Williamson County Regional Animal Shelter, and at-large animals may be impounded under Section 7.04.020.
An at-large animal may be impounded by an Animal Control Officer or Police Officer under Section 7.04.010, with impound and care fees owed before reclaim.
