Cedar Park Code of Ordinances, Chapter 2 (Animal Control), Article 2.06 (Leashing and Unlawful Restraint of Dogs) requires that any dog, while not on the owner's property (or other private property with permission), or in any place open to the public, be secured by a leash, chain, or other restraint. Electric (invisible) fences and voice command alone do NOT satisfy the restraint requirement. Article 2.04 (At-Large Animals) separately prohibits owners from allowing any animal to be at-large within the city. Article 8.03 of the parks code requires dogs in city parks and recreation areas to be leashed unless inside a posted designated off-leash area. Chapter 2 violations are Class C misdemeanors enforced through the Municipal Court, with fines set under the general penalty provision (Β§1.01.009) and enhanced fines possible for repeat offenses.
Each off-leash or at-large incident is a separate Class C misdemeanor citation issued by an Animal Control Officer. Fines are set by general penalty Β§1.01.009 (up to $500 for non-health/sanitation offenses; up to $2,000 for health/safety offenses under Tex. Loc. Gov't Code Β§54.001). Repeat convictions of the same provision may carry an enhanced fine set by the Municipal Court. At-large animals may also be impounded and the owner billed for boarding and redemption fees before release.
