a. All service and repairs are performed within a fully enclosed building;
b. Wrecked or inoperable vehicles are not stored within or outside of the facility;
c. Automobile bay doors are located perpendicular to the public right-of-way and are not visible from abutting residentially zoned districts; and
d. Primary access is taken from a collector or higher roadway classification.
