Georgetown, TX Animal Ordinances: Pet Limits (2026)

Georgetown's general pet-keeping rule is not a strict numeric ban; it is a permit trigger. Sec. 030(A) requires anyone owning, harboring, or keeping more than five cats or dogs, or any combination of five cats or dogs, to obtain a multi-pet ownership permit, and puppies and kittens under four months old are excluded from the count. To get the permit, the Animal Control Unit must inspect the premises and confirm, among other things, that every covered animal is altered, the property is large enough for each animal to move freely, adequate food, water and sanitary conditions are maintained, the animals and facility are free of offensive odor, and no animal poses a danger to itself, other animals, or the public through noise or otherwise.

An applicant cannot hold the permit if they have been cited for a Title 7 violation on two separate occasions, or if a covered animal has been impounded twice. Once issued, a multi-pet permit is valid for one year from issuance and covers only the specific pets approved at inspection; the Animal Control Unit keeps a record of every multi-pet permit on file. This differs from Georgetown's separate kennel permit under Sec. 020, which applies to more than five animals kept for boarding, training, or breeding rather than as household pets.
