Allegheny County Health Department Article XX governs refuse storage countywide. Containers must be watertight, verminproof, with tight-fitting lids. Accumulation of refuse or debris on property prohibited.
ACHD Article XX Section 2003 requires all residential refuse stored in approved containers. Section 2007 prohibits accumulation of any putrescible matter. Municipal property maintenance codes (typically IPMC 2018 or 2021) reinforce these standards at Section 302 and 304. Bins must be stored out of public view between collection days in most municipalities.
ACHD may issue compliance orders with fines up to 1000 dollars per day. Municipal citations 50 to 300 dollars per occurrence, with daily accumulation of fines possible.
