Improperly stored refuse, cans left in public view, or accumulated trash are enforced as property-maintenance nuisances rather than under a specific screening ordinance.
Debris and junk-accumulation violations trigger a written notice with a correction deadline; unresolved violations are subject to Carmel's general penalties under Sec. 1-11, with each day a separate offense, plus abatement at the owner's cost.
