The county does not regulate where residents keep trash cans; each city does. Blaine's solid-waste code (BCO 62-33(6)) states garbage containers should not be left at the curbside for more than twenty-four hours and asks residents to wash containers to prevent odors. Coon Rapids City Code 8-206 requires collection containers be moved from the curb on non-collection days, and outside storage of garbage cans cannot be closer to the street than the residence's setback except on collection days. Bins left visible, overflowing, or in the right-of-way can trigger a nuisance or obstruction citation (Blaine BCO 70-3).
