Prince William County does not run curbside collection; residents contract private haulers. Trash and recycling containers must be stored so they do not create a nuisance, and accumulation of refuse or debris on a lot is a property-maintenance violation enforced by Neighborhood Services.
Because the County has no municipal curbside program, each household arranges service with a County-permitted private hauler, who supplies the cart. Solid waste is regulated under Chapter 22 (Refuse) of the County Code and the Virginia Solid Waste Management Regulations. Containers should be stored on the property between collections rather than left permanently at the curb, and refuse must not be allowed to accumulate. Uncontained trash and debris on private property is abatable under the County's property-maintenance authority (Va. Code 15.2-901 allows the locality to require removal of trash, garbage, refuse, and litter and to recover costs).
Accumulated refuse/debris on private property may be ordered removed; if the owner fails to comply the County can remove it and charge the cost, collectible as a lien on parity with unpaid real-estate taxes.
