Moreno Valley requires residential trash, recycling, and green waste carts to be stored out of public view from the front property line except on collection day, screened behind fences, walls, or in side yards.
Under the Moreno Valley Municipal Code property maintenance provisions, solid waste carts (trash, mixed recycling, and organics/green waste) serviced by the city's franchise hauler must be stored in a manner not visible from the public right-of-way on non-collection days. Acceptable screening includes behind a side-yard gate, in the rear yard, inside the garage, or behind a wall at least as tall as the cart. Carts may be placed at the curb no earlier than 6 p.m. the evening before pickup and must be retrieved by 10 p.m. the day of collection. Carts placed in the street or blocking sidewalks, driveways, fire hydrants, or mail delivery are subject to citation. Damaged or missing carts are replaced by the franchise hauler; homeowners are responsible for keeping carts clean and preventing odors or vectors. Overflow waste outside the cart is not collected and may trigger illegal dumping citations.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Moreno Valley code enforcement directly for current fines, enforcement procedures, and hearing options.
