Peoria's residential refuse program is operated by GFL Environmental under contract with the City. Carts may be set out as early as 3:00 p.m. the day before collection and must be at the curb by 6:00 a.m. on the collection day. After pickup, carts must be removed within 24 hours and stored in a garage or alongside the house. Carts should be positioned three feet from any other cart, with the lid opening facing the street. Peoria provides every single-family-through-four-family residential property with a 95-gallon trash cart and a 95-gallon single-stream recycling cart (additional recycling carts are available at no extra charge). Residents may also use personal containers under 45 gallons with tight-fitting lids and handles for overflow, or black trash bags for additional waste; container weight cannot exceed 50 pounds. The 24-hour put-back rule applies year-round and is enforced by Peoria Code Enforcement as a property maintenance violation under the adopted 2018 IPMC framework (Chapter 5 Buildings and Building Regulations, Article VI Property Maintenance Code). The IPMC's general aesthetic provisions reach trash cans left visibly at the curb for days at a time, which is also a typical complaint pattern reviewed by Peoria's Code Enforcement Office (419 Fulton St., Rm. 207, 309-494-8617). GFL collection day is determined by the City's Recycling Schedule Map; recycling is collected every other week on either Calendar A or Calendar B. Holiday delays push collection one day if the holiday falls on or before the resident's scheduled day. The bulky waste pickup (no item limit) is included in the annual refuse bill and arranged through GFL at 309-688-0760. The Illinois Solid Waste Planning and Recycling Act and IEPA Title 35 Subtitle G frame statewide waste management, but municipal cart and storage rules are entirely local.
