Lorain County does not supply trash cans; each city does. In Elyria every residence gets one black garbage cart and one green recycling cart, and residents must keep three feet of clearance around each cart with wheels facing away from the street.
The Lorain County Solid Waste Management District runs drop-off recycling and education but states it is not responsible for household waste, recycling, or bulk pickup. Containers are a city function. Elyria's Sanitation Department issues each residence one black garbage cart and one green recycling cart; the black cart is for garbage only and the green cart for recyclables only. Extra carts cost $50 each through the Public Utilities office. Residents must keep three feet of clearance around each cart, including between the two carts, and place the wheels facing away from the street so the automated truck can lift them.
Carts that are overfilled, crowded, or left out improperly may be skipped. Repeat problems are handled by the Sanitation Department under Chapter 959 of the Codified Ordinances.
