Philadelphia Property Maintenance Code Section PM-306 requires every dwelling unit to have sufficient approved trash receptacles with tight-fitting lids capable of preventing rodent and insect access. Containers must be stored in the rear or side yard, basement, or other location not visible from the public right-of-way except during the designated collection set-out window. Rodent control is specifically mandated under Phila. Code 6-806: properties with signs of rat infestation must be rodent-proofed at owner expense, and the Department of Public Health may issue abatement orders. Shared containers for multi-unit buildings must be sized appropriately for occupancy and serviced at minimum weekly. Containers must be kept clean and free of spillage.
