St. Michael Code Sec. 91.18(U)(10) requires that all trash, garbage, and recycling containers be screened so they are not visible from any public street or sidewalk. Containers may be placed at curbside the evening before or during a scheduled pickup day.
Sec. 91.18(U)(10) is the screening rule for residential trash bins. The city does not provide municipal trash collection β residents contract directly with private haulers like Republic Services, Waste Management, ACE Solid Waste, or Let's Take Out The Trash. Containers must be stored behind the principal structure or behind a screening fence so they are not visible from the street. Container placement at curbside is allowed only from the evening before pickup through pickup day; leaving cans out longer is a nuisance violation. Snow-removal regulations also require bins to stay off the street during winter plowing.
Visible bin storage or leaving cans curbside between pickups is a misdemeanor under Sec. 10.99 β up to $1,000 / 90 days. The city sends a written warning first.
