Volusia County Code Ch. 62 (Solid Waste) and municipal codes in Daytona Beach, DeLand, Ormond Beach, New Smyrna Beach, and Deltona regulate trash and recycling bin placement. Bins must be stored behind the front plane of the house, in a side or rear yard, screened from the public right-of-way, in a garage, or behind a fence at least 4 feet tall. Bins may be placed curbside no earlier than 6 PM the day before collection (some cities allow 24 hours prior) and must be removed from the curb by the end of the collection day or early the next morning. Lids must be closed and contents must not overflow. Commercial dumpsters require opaque screening per Volusia County Code Ch. 72 (Zoning). In hurricane-prone Volusia, bins must be secured before named storm events to prevent wind-driven debris. Bear Management Areas in western Volusia (parts of Deltona, DeLand) may require bear-resistant containers. Beachside communities enforce stricter rules to protect tourism and aesthetics.
First offense warning. Subsequent offenses: $50-$100 fines per occurrence in most Volusia cities. Daytona Beach Code Β§62 fines up to $250. Repeat violations: code enforcement lien and escalated fines up to $500. Overflow attracting rodents/wildlife: separate nuisance violation.
